Dr. Joyce "JB" Blanchard

Joyce “JB” Blanchard is a Senior Disaster Management and Humanitarian Assistance Advisor for the Center for Excellence in Disaster Management and Humanitarian Assistance. Joining the Center in 2014, she specializes in crisis action planning and civil-military coordination in the Asia-Pacific Region.

JB Blanchard is a retired U.S. Naval Officer. During her 27-years on active duty, she served as a Naval Aircrewman and Naval Flight Officer. Holding additional qualification designations a Surface Warfare Officer, Engineering Officer, Joint Planning and Foreign Affairs, she served her last seven years of active duty on the staff of the Commander U.S. Pacific Fleet in Pearl Harbor, Hawaii. During her tenure on the staff, she held the positions of Deputy, Functional Plans, Crisis Action and Exercise Planner and the Pacific Fleet Civil Military Coordinator.

JB Blanchard holds a Bachelor’s degree in Geography, Masters in Foreign Affairs and Doctorate in Organizational Leadership.
